The rules in Australia
What WHS asks of
every scaffold
Four obligations apply to most scaffolds in the model WHS jurisdictions. Each card links to the regulator’s own document.
Written handover before use
Where a person or thing could fall more than 4 metres, WHS Regulation 225 says the scaffold must not be used until a competent person has confirmed in writing that construction is complete. The handover certificate is that confirmation.
Safe Work Australia: Guide to Scaffold Inspection and MaintenanceInspect at least every 30 days
The same scaffolds must be inspected by a competent person at least every 30 days, and before use resumes after repairs or any incident that could affect stability. Thirty days is the longest gap allowed.
Safe Work Australia: Guide to Scaffold Inspection and MaintenanceLicensed scaffolders over 4 metres
Scaffolding work where a person or object could fall more than 4 metres needs a high risk work licence: basic, intermediate or advanced, depending on the scaffold.
SafeWork NSW: Scaffolding Industry Safety StandardA tag is not a handover certificate
Safe Work Australia’s inspection guide doesn’t mention tags. SafeWork NSW says tags typically don’t carry the minimum information a valid handover certificate needs, so they can’t be used as one.
SafeWork NSW: Scaffolding Industry Safety Standard
Victoria isn’t a model WHS jurisdiction: duties there arise under the OHS Act 2004, the OHS Regulations 2017 and WorkSafe Victoria’s Scaffolding Industry Standard. Check the rules that apply where you work. This page is general information, not legal advice.

FAQs
Frequently asked questions
Quick answers about using Scafflinq on Australian sites.
In substance, yes. In the model WHS jurisdictions, WHS Regulation 225 requires written confirmation from a competent person that construction of the scaffold has been completed before it is used, where a person or thing could fall more than 4 metres. Scafflinq generates that certificate from the inspection and emails it from site. Victoria’s duties arise under its own OHS Act and Regulations instead.
